Arif Ghaffur is the Founder and President of Lakeland Consulting Inc. and Adjudico Inc. Mr. Ghaffur holds a B.Sc. (Hons) degree in Building Economics and Quantity Surveying from Herriot Watt University, Edinburgh, United Kingdom. He has over 30 years of experience in the construction industry working in the UK, Hong Kong, China, United States and Canada. Prior to establishing Lakeland Consulting Inc. in 2007, Mr. Ghaffur spent 5 years working on construction sites and 17 years with a multi-national UK based project management company. During this time, his responsibilities included, “trouble shooting” problem projects and managing the commercial aspects of business units and divisions operating in the Americas.
Mr. Ghaffur has been a Member of the Chartered Institute of Arbitrators (MCIArb) since 1999, a Member and subsequently Fellow of the Royal Institution of Chartered Surveyors (FRICS) since 1990, and a Professional Quantity Surveyor (PQS) since 2009. He currently sits on the Canada Board of the Royal Institution of Chartered Surveyors and the Canada Board of the Chartered Institute of Arbitrators. Mr. Ghaffur was instrumental in establishing a Memorandum of Understanding between the RICS, CIQS and the Canadian Association of Consulting Quantity Surveyors (CACQS). As a result of this MOU, the CIQS and RICS currently collaborate on joint training and development initiatives across Canada including those in British Columbia, Alberta and Ontario.
Mr. Ghaffur is the current Editor of the Construction Economist and has published Editorials on topical matters relating to the construction industry with recent articles around the impacts of the NAFTA renegotiations and the Construction Act, 2017 which has resulted in landmark reforms, including dispute resolution. Additionally, he has published around the subject of contracts and dispute resolution practices. He has also presented to numerous professional bodies including Construction Specifications Canada, the Institute of Mining and routinely runs training seminars, including those on negotiation, mediation, adjudication and arbitration for private companies and public entities.
Mr. Ghaffur was the Chair of the Technical Sessions of the CIQS Congress held at the Old Mill in Toronto in 2016 which involved presentations by industry leaders and debate on how major project performance could be improved during the process of procurement, execution and completion. Mr. Ghaffur has been appointed by provincial bodies and municipalities as a Fairness Monitor/Advisor during the procurement process of major projects, including mandates in Ontario, New Brunswick and Alberta. In 2018, Mr. Ghaffur chaired the CIQS review team providing written and verbal feedback in respect of prompt payment and dispute resolution to legal counsel appointed by the Government of Canada in respect of federal projects.
Mr. Ghaffur has participated in Arbitrations in Canada and Hong Kong, been accepted as an expert in delay analysis/damages and has provided expert testimony in Arbitration. Mr. Ghaffur founded an annual Project and Construction Management seminar now into its 6th year, held in Ontario and attended by 150 practising professionals which explores topics of interest, encourages debate and recognizes the volunteering efforts of construction industry professionals. In addition to his continuing self-learning, Mr. Ghaffur has and continues to mentor a number of new Canadians and emerging professionals by providing guidance and encouragement. Mr. Ghaffur remains committed to the advancement of efficient and timely resolution of disputes, including those using arbitration, and believes that Canada and Canadians are well positioned in this regard.
